You're fine with the smokes (put them in your carry-on), and one lighter won't be a problem (stash it in your checked luggage and don't even mention it). As far as the liquor is concerned, read what it says on the website below about an excess amount over the one liter limit. And it has to go in the checked luggage. When you fill out your customs declaration form, declare the smokes and liquor, and the agent at your port of entry will tell you what you have to pay on the liquor.
