Republicans, how do you rectify your desire for small government with the job loss that would create?

Government jobs in both the Federal and State sectors are the backbone of many cities' economies, and are widespread throughout the nation. They're also some of the better paying and benefits jobs, and if the Republican desire to eliminate social programs, and any non-military government spending or whatnot (possibly less dramatic, but the generic gist behind the Republican idea is less government).. such actions would result in the mive loss of jobs, and especially in tough economic times like this, would leave even more people jobless, losing their homes etc. ... just wondering what the thinking Republican's response to this would be. Please don't mention Obama, socialist, birth certificate, or anything not related to the question at hand.
