Gas heater, flame, posion?

In our garage, my dog had puppies. Our garage has four windows, and our vet reccomended a gas heater. The heater is ran from a propane tank, and it has a flame. My little sister decided to put water on the flame and put it out. My step dad isn't home and he is the only one that knows how to work it. I have no idea if it is turned on or not? If the flame is out, is there still gas coming in?
