Should you muzzle a fear-based aggressive dog?

A head collar is 10x better then a muzzle. Get a head collar if the dog tries to attack pull it back. I think the dog was never socialized when it was younger so training would help. Petsmart has a begginer cl for 8 weeks at 90$.
