Are public sector employees less motivated or more motivated than private sector ? ?

Please provide an argument. For eg.Take an employee of a large charity and an employee for a large firm like Microsoft. What are their different attitudes towards work and how can managers keep staff motivated, what are the underline reasons encouraging employees to turn upto work in both sectors? Any help will be much appreciated
